Part 1. Due Sunday, April 11th, Midnight.

Consider the following explanations for the Housing Boom and Bust:

  1. Government Regulation that increases housing prices.
  2. Government promotion of "affordable housing".
  3. Choice by individuals to gamble on increasing housing prices.
  4. Failure of government regulators to monitor the lending activities of banks and other financial intermediaries.
  5. Other.

Assign percentages to each possible explanation according to how important it was to causing the Housing Boom and Bust. Justify your answer and explain if and why it differs from Sowell and the New York Times.
